I'm going Chrono Cross - while the game isn't as good as Trigger IMO, the soundtrack is all-time great.
Greatest individual song is the Streets of Rage intro.

Persona 5 must be there. Maybe not of all time, but one of the best of the last few years. I'm gonna mention Cyberpunk 2077 too, including all of its sound design in general.
