Should you get Speed or Wiccan if you can only get one?
Speed will likely be a generically good 3 drop you can put in a lot of decks, but also easily replace with minimal downside.
Wiccan is a unique effect that you can't play decks he is in without him.
I expect Speed to be the more competitive card long term, but I also think getting cards that unlock new decks like Wiccan is more fun.

Does Speed have an validity in surfer decks? Trying to think how it would work but it feels like it would mess up the curve.

For good or ill, my completionist self requires me to get all.the.things.... but if I were in this situation, Wiccan would also be my choice for the reason Jeff highlights - unique deck concepts > generic power.

I definitely agree. Speed has a higher floor but a lower ceiling, which to makes Wiccan a more exciting pickup in my eyes
